The CINS/FINS Program Manager is responsible for the administration, planning, provision, and consultation of Residential Therapists, Residential Interns, Family Link Therapists and the Family Link Interns. The CINS/FINS Program Manager is also responsible for the supervision and evaluation of CINS/FINS Therapist and Interns, including training of multidisciplinary professionals. The CINS/FINS Program Manager will be required to lead Outpatient Group therapy on a routine basis, to promote optimum mental and emotional health, with emphasis on prevention.  

CINS/FINS Program Manager Knowledge and Skills 


• Knowledge of CINS/FINS Policy and Procedure Manual.

• Knowledge of Residential Crisis Care and Family Link Program and its Functions, including best practices.

• Knowledge of current supervision, including literature, impact of supervisor behaviors on the growth and development of the supervisee, planning, and goal setting.

• Understand the importance of implementing a specific supervisory style that corresponds to the knowledge and skill level of the CINS/FINS therapist/intern and effective management tools needed for positive outcomes from staff and CINS/FINS therapist/intern.

• Knowledge of principles, theories, models, methods, and procedures for counseling of physical/mental/emotional/behavioral dysfunctions in the capacity of individual, family, and group therapy. 

• Knowledge of current Agency Memorandum’s of Understanding (MOU’s) and Contracts.

• Knowledge of the Florida Network for Youth & Families Services, Department of Children and Families, and Department of Juvenile Justice Quality Assurance Standards. 

• Knowledge of Paylocity and/or other HR Scheduling Tools

• Understands the intermediate principles and dynamics of effective collaboration.

• Be familiar with data collection methods and tools for analysis of Residential Crisis Care Program and Family Link components.

• Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological or social work research methods; the assessment and counseling modalities of behavioral and affective disorders; and social work ethics. 

• Knowledge of principles and methods for psycho-educational instruction for group counseling and the measurement of training effects. 





• Facilitate an understanding of the supervisory process that includes the objectives of supervision, the roles of the CINS/FINS therapist/intern, the components of the supervisory process, and a clear description of the assigned tasks and responsibilities.

• Be the primary signatory and reviewer of CINS/FINS therapist/intern files

• Assist the CINS/FINS therapist/intern in formulating goals for the clinical and supervisory processes, as needed, as well as, evaluating CINS/FINS therapist/interns knowledge and impact on clients, and providing skill development and professional growth.

• Assist in the administration of the Family Link Program, and being a consultant to therapists 

• Successfully lead Group therapy sessions on a weekly basis in the Outpatient Behavioral Health Program. Must have demonstrated expertise in crisis management, crisis intervention, and intensive case management, as well as, have a clear and thorough understanding of others’ reactions and understanding why they react as they do. 

• Model effective collaboration and communication skills in interdisciplinary teams, and model leadership skills and abilities.

• Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems, be able to identify ways to improve program development, and be able to develop and implement innovative therapeutic systems.

• The ability to encourage and motivate others towards common and individual goals and communicate information and ideas effectively,

Position Duties and Responsibilities 

Occupation specific tasks and the most important generalized work activities are listed for CINS/FINS Program Manager:

• Provide training and development that is aligned with the agency mission and best practices to CINS/FINS therapist/interns to become highly effective in their roles to meet their role requirements. Program Manager may also be responsible for the training of new hires and providing training to both non-residential and residential staff members.

• Facilitates monthly clinical supervision, Residential Clinical meeting, and Family Link Meeting to discuss program compliance and clinical cases. Responsible for ensuring that the Residential Clinical Crisis Care Program and Family Link Program delivers high quality services, while maintaining ethical standards.

• Be the  primary signatory and review of CINS/FINS therapist/intern files

• Successfully organize and lead weekly Group Outpatient therapy sessions. Provide individual and family counseling as needed, including case management. Complete all required documentation for such in the client’s file, and close cases within designated timeframe as determined by your supervisor and agency policy. Documented follow-up with clients within seven (7) days of discharge is required. 

• In conjunction with the Quality Assurance Department, ensure compliance with all standards and regulations established by funders and regulators. Ensure program staff are meeting quality assurance standards (including training requirements), as required by the Florida Network, Department of Juvenile Justice, Department of Children and Families, Jacksonville Children’s Commission, United Way, AHCA, Managed Medical Assistance companies as well as, the accrediting organization of COA.

• Works with the Assistant Director of Residential Services to determine appropriateness of specific referrals concerning significant mental health diagnoses and/or recent inpatient psychiatric admissions for the Residential Crisis Care Program, as well as, communicating daily on any concerns or schedules for the Residential Program.

• Review with CINS/FINS therapists/interns all KidsFirst, DCF, and DV cases weekly regarding progress and plan.  As well as, FYRAC Domestic Violence, FYRAC Probation Respite, CJRG Youth, and United Way youth weekly for Family Link Program compliance and plan. Review clinical documentation and risk assessments. 

• Perform clinical assessments through interviews and observation. Develop measurable goal plans and submit plans and assessments for signature in a timely manner and in accordance with Florida Network standards and agency policy. Complete at a minimum 5 charts audits per month per program and ensure a minimum of 2 peer audits per therapist are completed with corrections made where applicable.

• Managing of the CINS/FINS therapist/interns schedules and time clock system in Paylocity, as well as, establishing an intake schedule and an On-Call Weekend and Holiday Schedule. 

• Enter all required data into JJIS and NETMIS regarding clients in an accurate, complete and timely manner.  

• All other duties assigned.


Education and Experience

• Must be licensed in the State of Florida as a LMFT, LMHC, or LCSW with a Master’s degree from an accredited college or university recognized by the Florida Department of Education. Must have experience working with and understanding CINS/FINS policies and procedures. Candidate must have a minimum of five (5) years of experience in clinical service delivery and (2) years of leadership experience required.  


Mathematical Skills and Reasoning Ability

Basic and/or advanced computational skills may be necessary.


Physical Demands 

This is a sedentary position, and the incumbent will be required to sit approximately 70 percent of the time.  Little to moderate lifting of less than 25 lbs. may be required.


Work Environment

While performing the duties of this job, the employee may occasionally be exposed to outside weather conditions.

The noise level in the work environment is usually moderate.
